To acquire without use of a Fragrant Branch of Yore, from the bonfire look out of one of the windows near the slope that leads to the roof, you will see a bridge. Run out the window and jump on the bridge, (You will take fall damage). Turn around and jump over the gap between the bridge and the room, and the halberd is in the chest.

Hints and Tips:
This weapon can attack from behind a shield.
You cannot use any type of item buff on this weapon (ex. Gold Pine Resin or Aromatic Ooze. However, it can be buffed with spells or miracles, such as Magic Weapon.)
As with all black knight weapons in dark souls 2, the Black Knight Halberd deals both physical and fire damage. It can also be infused with another element (magic, lighting or dark) to deal physical, fire and the infused damage.
Extra Notes:
With 45 Str, 26 Dex, 10 Int, 40 Faith, a Lightning infused Black Knight Halberd+5's has an Attack Rating of 633, making it one of the highest AR ratings you can achieve, particularly for a DEX build. But it is important to note that the elemental portion of the damage is subject to reduction via an enemy's resistances.
Trivia: Despite it being designated as a Halberd, it resembles the glaive weapon closely upon inspection. A glaive is a polearm with a blade mounted on it.
