Parameter Bonus: Strength, Dexterity,Magic, Fire, Lightning and Dark bonuses - The scaling multiplier applied to the [Attack: stat]. Scaling quality is from highest to lowest as follows: S/A/B/C/D/E.
The higher the player's [Str, Dex, Mag, Fire, Light] stat, the higher the [Attack Bonus: Stat] is (found on the player status screen). The higher the scaling letter, the higher the percent multiplier applied to the [Attack: Stat].
This resulting bonus damage is added to the base physical damage of the weapon and is shown in the equipment screen in blue numbers as a "+ X".
Durability: The weapon's HP, when the durability hits 0, the effectiveness of its attacks become weakened to the point of almost uselessness. When an items durability is low, a message will come up saying "Weapon At Risk!" at this point the weapon does not perform at it's best.
Weight: How much the item weights when equipped.
Stability: How well the player keeps stance after being hit
Attack Type: Defines what kind of swing set the weapon has.

So I need to upgrade/reinforce weapons that I will not gonna use to obtain this weapon?

Slap lightning on it and it’s actually a surprisingly good pure Faith hammer. Just meet the minimum requirements.
Works well with a Stone Ring. Staggers and enemy and opens for a backstab (the animation of which is pretty cool here).
Really short range so that takes some time getting used to, but otherwise I ended up playing most of my Faith playthrough with this and a Lightning Longsword. Just switch between the two whenever you need strike, thrust or slash.

Can you get two of these by either:
Using an ascetic on the far fire and spending another 8k on upgrades
Killing him after he gives you the hammer

"8000 souls are spent on upgrades/reinforcements."
This is not true. I spent over 8000 on repairs and did not get it - I broke my sword against a wall, repaired it, then repeated many times until I spent 8k on repairing it. It must be given only from spending on upgrading.

Better than craftsman's hammer which requires dex investment as a knight (no thanks).

can be powerstanced with a silverblack sickle

so the craftsman's hammer starts out as the best with B scaling & 166atk vs the blacksmith hammer's 145 atk & C scaling! only when maxed does the black smith hammer out class craftman'shammer with a 260atk & B scaling!

My go to weapon until i hit dlc areas with very common enemies.

You see that part in the description where the game tells you this is an inefficient weapon? That's the game lying to you. At 50 Str and 7 Dex the damage of this weapon compared to the Mace is 375 to 369. That's not all that much more given the hammer's increased weight, but the increased poise damage is very useful. Yet where this weapon truly shines if when enchanted. The B scaling from physical damage gets moved to elemental damage, which really works in your favor if you meet the minimal requirements to wield the hammer. Plus, the base stats of an enchanted Blacksmith's Hammer are quite a bit higher than those of any other weapon in its class, making it very effective. If you want a single weapon with limited stat requirements on any caster build, this is a solid choice.

With the Stone Ring and enough stamina, if you 2H this you can stunlock the Loyce Knights to death. Very efficient for farming Loyce Souls, especially if buffed with a Lightning Resin. Just take out the 1st one that comes out of the portal, stunlock and kill and and if you do enough damage you can prevent the 3 from ganking you. Just farmed 25 Loyce Souls in an hour, with max item discorvy.

This thing gets a b scaling in elemental damage with high base damage the beat poise damage esp if you combine it with stone rung this baby stunlocks everything
I think it's funny how DS2 described this hammer with, "Can be used as a hammer, but not to any great effect, as it was made to shape weapons, not serve as one"... While it is one of the best hammers
For NG+ where mobs have lot of hp, Blacksmith hammer is better due to it's pois damage. With craftsmans hammer you need to dodge after 1 or 2 hits unless stone ring is equipped. Blacksmith hammer will keep the mobs locked until it's dead without the stone ring which leaves room for other ring. Also, hell with 130 counter on craftsman hammer, if you need counter damage for bosses go for the Grand Lance which has 160 counter, it is viable through all NG+ play through.
