Dropped by NPC invader Bowman Guthry encountered in Doors of Pharros and Brightstone Cove Tseldora.
[Scholar of the First Sin] Royal Swordsmen are also found in Forest of Fallen Giants, on the path to Pursuer.

  I've always wondered why Jameserton (creator of Happy Souls) chose THIS as the armor that Buddy would wear. There's nothing special about it, and it's not in the original Dark Souls, unlike Main Character's Elite Knight Armor, which is THE mascot armor of DS1.
