1x found on a corpse in the lower part of Heide's Tower of Flame, behind the petrified enemy and the old Knight.

  Can also be found on ogres in dark soul 2

  It would seem the ogre that patrols the river next to the Crestfallen's retreat bonfire in FoFG drops these every so often, tested while on Company of Champions.
