Dark Hail is a Hex in Dark Souls 2. To cast a Hex, you must use a staff/chime or Special Weapons that can cast Hex.

Notes
- Effectively a shotgun, useful on killing large enemies. Similar to Dark Bead from Dark Souls but it isn't affected by gravity. Deals around the same amount of damage as Great Resonant Soul at a slower casting speed provided all orbs hit the enemy, low precision and short ranged, it is, however, effective on staggering large enemies.

Yeah dark bead was pretty op in 1 I can see why they changed it to this, glad they didn’t nerf it into the ground and it remains pretty good though

This deals about the same amount of damage as Great Resonant Soul if all the orbs hit & has twice as many casts, but obviously requires you to be at close range for maximum effect. It's a good choice if you don't have a good hexing chime or don't want to switch between chime/staff constantly, keep in mind however that GRS is a much more versatile and easy-to-use spell with the same attunement cost.
